3.0     POLICY
    
3.1    The President of the University is hired by the Utah Board of Higher Education and serves at the pleasure of the Utah Board of Higher Education. (PPM 1-1).

3.2    The President is the official medium of communication between the Board of Higher Education, the Board of Trustees, and the University’s faculty, staff, and students.

3.3    The President assists the Board of Trustees in fulfilling their responsibilities. (PPM 1-2.)

3.4    The President is responsible for fulfilling all statutory responsibilities and other responsibilities delegated by the Board of Higher Education. 

3.5    The President serves as the chief executive officer of the University. The President’s authority and responsibilities are more fully outlined in PPM 1-4. 

3.6    The President creates an administrative structure for the efficient operation of the University, as outlined further in PPM 1-5. Administrative officers, such as vice presidents, provost, deans, and other executives serve at the pleasure of the President and are considered at-will.  

3.7    The President shall designate an officer responsible for the discharge of the President’s responsibilities in the event the President is unable to fulfill their responsibilities, including designating an officer to serve in the event of unexpected circumstances.
