III.  POLICY

A. The implementation of new Centers, Institutes, Bureaus and Programs, and the expansion therof, must be coordinated with the Provost's Office and the Faculty Senate Executive Committee.

1.  New Centers, Approval of

a.  According to R401, Utah Board of Higher Education policy, any Utah institution of higher education wishing to operate a center, institute, or bureau must first be granted approval to do so by the Utah Board of Higher Education.  Prior to submission to the Board of Regents, proposals for new centers at 91¶ÌÊÓƵ must be brought to the Faculty Senate for discussion and approval, forwarded to the Provost or VP for Student Affairs (depending on the nature of the center), and then to President's Council for final internal approval.

B. New majors and minors emphases that are within 91¶ÌÊÓƵ's institutional role (as defined by Utah State Board of Higher Education Policy R312) must be approved by 91¶ÌÊÓƵ's Board of Trustees.
 
C.  New degree programs that are outside 91¶ÌÊÓƵ's institutional role must be approved by both 91¶ÌÊÓƵ's Board of Trustees and the Utah Board of Higher Education.

IV.  PROCESS AND PROCEDURES

A.  New Centers, Approval of

1.  An entity on campus hoping to inaugurate a new center will need to complete Utah Board of Higher Education R401 Proposal Form for a new center.  This form should be submitted to either the Provost or the VP for Student Affairs (depending on the nature of the center.)  The Provost or VP will act as the first internal review body, determining if the proposed center furthers the mission of 91¶ÌÊÓƵ, contributes something new to the university's portfolio, is economincally feasible, has adequate faculty, student, or program support, and does not duplicate work already in place.

2.  After initial approval by the Provost or the VP for Student Affairs, the proposal should be forwarded to the Executive Committee of Faculty Senate for further consideration.

3.  Once approved by the Faculty Senate Executive Committee, the center proposal should be placed as an action item on an upcoming Faculty Senate meeting agenda.

4.  Once approved by Faculty Senate, the center proposal should be forwarded to President's Council for final internal review, before being forwarded to the Utah Board of Higher Education.
