	PPM 5-14a, Use of Discretionary Funds

1.0    PURPOSE

This policy establishes authority over budgetary policy regarding expenditure of discretionary funds.

2.0    POLICY

2.1 The President will approve, prior to submission in the annual budget process to the Board of Higher Education, a budget plan for expenditure of discretionary funds for the fiscal year, subject to the approval of the Board of Trustees.

2.2 Following the close of the fiscal year, the Board of Trustees will review a report comparing the actual expenditures with the previously approved budget plan.
